Role Purpose
JLL is seeking an experienced Interim Sustainability Operations Program Manager to support our EMEA Carbon Program delivery for a high-profile global client. This role will be embedded within the Sustainable Operations Team, reporting to the Global Sustainable Operations Lead, with primary focus on carbon project implementation, utility data management, and decarbonization program delivery across the EMEA region.
This is a hands-on program delivery role requiring immediate impact on Q1-Q2 2026 priority workstreams.
What This Job Involves
Key responsibilities include:
- Implementing carbon project technical specifications and measurement & verification (M&V) plans across EMEA portfolio
- Providing technical advisory support to Integrated Facilities Management (IFM) teams on energy conservation measures and decarbonization projects
- Managing utility data oversight and site-level energy benchmarking activities
- Supporting carbon project pipeline development for future operating periods
- Coordinating with global metering and sustainability program leads
- Ensuring robust documentation and reporting aligned with client standards
- Providing ad-hoc support to Sustainability Performance Lease Assessment (SPLA) workstream as capacity allows:
- Ensure assessments cover NZC audit scope, MSS gap analysis, climate risks, and landlord readiness
- Develop and execute audit schedules to support SPLA program
- Obtain D&C validation of costs, timelines, and resource requirements
- Lead development of detailed energy/carbon and water reduction glidepath plans for strategic sites
Expected Outcomes And Benefits
- ECM Implementation Support: Ongoing technical advisory to IFM teams across 23 audited sites
- OP2 2026 Project Support: Technical advisory for prioritized carbon projects per established SOP
- Decarbonization Audit Program: Support scheduling, planning, and implementation of new decarb audits
- OP2 2027 Pipeline Preparation: Early preparation for September 2026 submission deadline
- SPLA Workstream Support: Ad-hoc support to SPLA completion including OTP11 review and active workstreams

Requirements – Essential
- University degree (engineering, environmental science, energy management, or related field)
- 3+ years experience in sustainability operations, energy management, or carbon program delivery
- Demonstrated experience with:
- Technical specification development for energy/carbon projects
- M&V planning and implementation
- Utility data management and analysis
- Working with facilities management teams on project delivery
- Strong understanding of commercial real estate decarbonization strategies
- Experience with corporate sustainability reporting and KPI tracking
- Excellent project management and stakeholder communication skills
- Ability to work independently and deliver against defined milestones
Requirements – Desirable
- 5+ years’ experience with large-scale corporate real estate portfolios
- Familiarity with energy audit processes and ECM implementation
- Knowledge of EMEA energy markets and regulatory frameworks (ESOS, EPBD)
- Experience with sustainability data management platforms (e.g., Smartsheet, utility management systems)
- Exposure to green lease requirements and sustainability lease assessments
- Program management experience with complex, multi-stakeholder initiatives
- Understanding of sustainability metrics (carbon, water, energy)
- Stakeholder management across real estate, facilities, finance, and external partners
- Ability to develop frameworks and drive organizational adoption
- Strong analytical skills for technical and financial assessments
- Experience with lease negotiations and landlord engagement

Working Environment
- Location: London, UK
- Travel: Nominal pan-European travel expected
- Working pattern: 5-days on-site and/or flexible remote working options available; working hours flexibility required for cross-time zone collaboration as required
- Duration: 6-months
- Commitment: Full time (40hrs/week)
