The Role
This post is within the UK Public Sector (PS) Major Market Unit, whose goal is to grow TCS market share in the UK by competing for contracts across the public sector, including central government, local authorities, NHS, and arm’s‑length bodies.
The Central Government Pre‑Sales Lead – Public Sector is responsible for leading the end‑to‑end pre‑sales and solutioning activities for public sector opportunities. The role contributes directly to winning new business, playing a critical part in shaping winning propositions by:
- interpreting customer requirements and business needs,
- ensuring technical and commercial compliance,
- supporting sales teams throughout the bid lifecycle, and
- delivering winning proposals
This role acts as the bridge between clients, sales, delivery, partners, and bid teams—translating complex customer requirements into clear, cost‑effective, and compliant technology solutions.
Pre‑Sales & Solution Leadership
- Lead pre‑sales activities for public sector opportunities across technology services (e.g. AI-led digital transformation, cloud, data, enterprise solutions, cyber security, application services, managed services).
- Own the overall bid proposition, ensuring alignment to customer requirements, policy constraints, and evaluation criteria.
- Shape solutions that are secure, scalable, sustainable, and deliver measurable public value.
Bid & Procurement Support
- Working often within very tight timescales, and supporting multiple parallel workstreams
- Work closely with bid managers to support competitive tenders via UK Public Sector frameworks including GCA and NHS Frameworks
- Contribute to written responses, solution descriptions, implementation approaches, service models, risk and assurance sections.
- Ensure bids are compliant with public sector procurement, security, accessibility, and data protection requirements.
Stakeholder Management
- Act as a trusted advisor to public sector clients, engaging with technical, operational, and commercial stakeholders.
- Collaborate with sales, delivery, commercial, legal, security, and partner teams to produce robust and deliverable solutions.
- Support client workshops, solution walkthroughs, and presentations.
Commercial & Financial Input
- Support costing models, rate cards, assumptions, and commercials in collaboration with finance and commercial teams.
- Balance competitiveness with deliverability and margin objectives.
- Identify risks, dependencies, and mitigations early in the bid lifecycle.
- Act as the primary pre‑sales interface with Legal and Commercial teams for public sector opportunities.
- Identify contractual risks, assumptions, dependencies, and obligations, and ensure they are clearly articulated within bid responses and internal approvals.
- Coordinate review and flow‑down of contractual obligations to partners and subcontractors, ensuring alignment with prime contract terms.
Leadership & Mentoring
- Provide coaching and oversight to bid teams that include pre‑sales consultants, solution teams, commercial and contract teams.
- Promote best practice reuse through solution libraries, case studies, and standard propositions.
- Support continuous improvement of pre‑sales governance, tools, and methodologies.
Your Profile
Essential skills/knowledge/experience:
- Proven experience leading pre‑sales activities as part of selling IT services into UK central government and agencies.
- Strong understanding of public sector procurement act, frameworks and tendering processes.
- Experience designing and articulating complex technology and services solutions.
- Ability to influence and engage senior client stakeholders.
- Strong written and oral communication skills, particularly for bid responses.
- Commercial awareness, including pricing models and delivery risk.
Desirable skills/knowledge/experience:
- Experience across technology and business services in one or more domains: AI, cloud, digital transformation, data & analytics, cyber security, enterprise solutions, application services, managed services.
- Experience of pre‑sales activities as part of selling IT services into UK NHS
- Knowledge of relevant standards such as ISO 27001, GDPR, accessibility (WCAG), and security clearance requirements.
- Experience working with partners and subcontractors as part of joint solutions.
Qualifications
- Degree or equivalent professional experience in technology, business, or related field.
- Relevant architecture, cloud, or service management certifications are advantageous.
